The Montage sits on a 30-acre bluff at the southern end of town, with lawns running to the cliff edge and a wide, well-maintained ramp plus stairs leading down to Treasure Island Beach. That beach is public, protected as a marine reserve, and one of the best tide-pooling stretches in Orange County – the resort simply happens to own the easiest way onto it.

Rooms follow a California Craftsman look rather than anything glassy, and most face straight out to sea. Three pools, a large spa and several restaurants mean guests rarely need to leave, which is just as well: downtown Laguna's galleries and restaurants are a 10-minute drive north rather than a walk. It is the priciest option in town by a distance, and the one that most clearly earns the "resort" label.

Surf & Sand is the one hotel in Laguna built out onto the beach itself, on roughly 500 feet of private sand, with balconies close enough that the surf is the constant background noise in every room. Capri Laguna dates from 1956 and stands directly on Sleepy Hollow Beach, its terraces stepping down the slope so that the lowest rooms open almost onto the sand. Guests reach the beach without stairs to the street or a road crossing – the hotel simply ends where the beach begins.

At 50 rooms it is small, the pool is modest, and the building shows its age in places despite renovation work. What it offers instead is one of the best value-to-position ratios in Laguna: a genuine on-the-sand address for well under half the price of the two luxury resorts, a short walk from the shops and restaurants along South Coast Highway.

Long known as the Laguna Riviera, this 41-room property was taken over by SCP Hotels and reworked as the Laguna Surf Lodge. It shares the same stretch of Sleepy Hollow Beach as Capri Laguna, with direct access to the sand, plus a heated saltwater pool, a hot tub and a sauna – unusual for the price bracket.

Family suites and rooms with near-panoramic ocean views make it the most practical choice here for a group that wants space rather than polish. From Coast Highway it still reads as an older roadside property, and the fit-and-finish is a step below the luxury end of this list, but the beach frontage and the guest scores are both real.

Pacific Edge fronts around 300 feet of beach on the southern edge of downtown, close enough to the village that dinner rarely needs a car. Two pools, an arcade room and complimentary beach towels, loungers and umbrellas make it the most family-oriented property on this list, and Driftwood Kitchen puts a proper oceanfront restaurant on site.

It is the largest and busiest of the six, spread across three buildings, so the room you get matters more here than elsewhere – courtyard rooms are a long way in feel from the beachfront ones. Guest scores sit lower than the boutique options, mostly on upkeep, but the price and the position in the middle of town are hard to argue with in July.
