Mexico's Caribbean coast splits by base. Cancún is the boat-day resort – the Isla Mujeres catamaran, a dawn mangrove kayak, a snorkel run south to Puerto Morelos, and MUSA, the underwater sculpture museum. Cozumel, a short ferry across, is the reef itself – drift snorkeling and world-class drift diving on the Palancar wall, plus a real submarine. Tulum is the freshwater base – cenotes, the green-turtle bay at Akumal, and the Sian Ka'an biosphere. Peak season is December to April, and morning departures fill first.

They are a 45-minute ferry apart (Playa del Carmen–Cozumel), and a lot of people do both. If diving or serious snorkeling is the point, base in or day-trip to Cozumel; if you want variety, an easy first dive, or MUSA, Cancún has more on the menu. Cruise passengers dock at Cozumel and can reach its reef inside a port call.
Water activities in Mexico
For the reef, Cozumel, and it is not close. Palancar and Columbia are drift sites in famously clear water, and diving Cozumel is the reference point for the whole Caribbean. Cancún's draw is MUSA, the underwater sculpture museum, plus more variety of boat days and tours that leave from your hotel. They are a short ferry apart – many people base in Cancún and day-trip Cozumel for the water.
