Dubai sells its skyline from two places: the top of a very tall building, and the water. Parasailing is the only booking that sits between them. You are towed up to roughly 200 m behind a boat off JBR, which puts the Palm Jumeirah below you as a shape rather than a shoreline – the view the aerial photographs are taken from, held for about twelve minutes, for a fraction of the price of a helicopter.
The real decision is height, not price
Two parasailing products dominate Dubai, they cost within a few dollars of each other, and almost nobody explains that they are completely different experiences.

Book the Palm and JBR flight. At roughly 200 m you get altitude that changes what you are looking at – the Palm resolves into the shape everyone knows from above, which is the single thing you cannot get from any beach, boat or hotel room in the city. That is the reason to parasail at all.
Book the Burj Al Arab flight only if that one building is the trip. Fifty meters is low. You will be near the hotel rather than over the coastline, and the view is a landmark portrait rather than a piece of geography. It is a good photograph and a smaller experience, and since the prices are within a couple of dollars, choosing it for money makes no sense.
What you are actually buying
Be clear on the ratio before you book, because it catches people out. The session runs about an hour; you are in the air for ten to thirteen minutes of it. The rest is the boat ride out, the briefing, harnessing, and waiting your turn while others in the group fly.
That is normal for the format worldwide and it is not a rip-off – the boat, crew and rig are the cost, not the minutes. But it does mean the honest way to price this is around $69 for twelve minutes of view, and you should decide whether that trade works for you rather than discovering it at the marina.
Flights carry a maximum of two people at once, so a couple goes up together and a group of four flies in two rotations. Going tandem is the better experience for most people; it is less exposed, and there is someone to react with.
How it is actually run
This deserves a straight answer, because "is Dubai parasailing safe" is one of the things people search before booking and the honest response is neither reassurance nor alarm.
You are harnessed to the parasail by the crew, given a full safety briefing before departure, and towed behind the boat rather than launched from a beach. Flights go up and come down on the boat's line, so the crew controls your altitude and descent throughout. Operators run solo, tandem and group flights and take a maximum of two people up at a time.
The most important safety feature is the one that looks like an inconvenience: weather cancellation. Flight times are explicitly weather-dependent, and duration gets cut or the flight gets pulled when wind conditions call for it. An operator who shortens your flight on a breezy afternoon is doing the job correctly. If you are told the wind has stopped flights, that is the system working, and pushing for an exception is the worst possible instinct.
What is within your control is who you book with. Book a listed operator with a public review record and free cancellation, rather than arranging it with someone on the sand – the same reasoning that applies to every powered water activity in this city. Minors are typically permitted with a parent present, but the age rule varies by operator, so confirm it on your own booking rather than assuming.
When to go, and booking it
November through April, temperatures roughly between 18°C and 30°C – but for this activity the binding constraint is wind rather than heat. Take a morning slot. Mornings are consistently the calmest part of the Dubai day on the water, which means a fuller flight time and a much lower chance of being cancelled out.
That is also the practical argument against leaving this to the last day of a trip. A weather cancellation on day five with no slack left means you do not fly at all, whereas a cancellation on day one just moves you to day two.

The rest of the water
Parasailing is the only one that leaves the surface. Back at sea level, a 90-minute speedboat circuit passes the same landmarks you will be looking down at. For the other two machines nobody has heard of before arriving, there is flyboarding, where you stand on a jet of water, and the jet car, which is a car you drive on the sea.
